Progress Report Freezing and Edits, Date Ranges

When I enter a specific date range as I create a report, no data should come in from after the end date as the report is created. For example, if report is specifically entered as 10/08/26-04/08/27, then data from 04/09/27 onward should not be included. I understand I can freeze report data, but then I cannot make edits as my supervisor reviews without unfreezing the report and new data appearing. We should be able to leave report unfrozen to make field edits and add new programs without new data appearing that we did not account for when calculating mastery, current level averages, etc.

As long as the date of any review, modification, adjustment, etc. is documented, new data should not appear past a defined date range. I can see many reasons why this could be beneficial. If done as such, then objectivity should be maintained.
