Allow Report Templates to populate graphs with no data

We have had reports returned to us because graphs that displayed 0 data point never populated a display. It would be ideal to have an option to populate the graph even if it won't display any data

Hi Paul Hanhan! 
Are the graphs blank/missing entirely, or do you see an error message where the graph should appear? Is this specific to certain programs or happening across all of them? 
What types of programs are typically affected? 
And for the programs showing 0 data points, were sessions run but no data collected, or were those programs added to a session but not observed?

It's a scenario where the goals are new or just never been run so no one has recorded a data point yet. In the report template, a message appears to the affect of "No data to chart". I would almost prefer a blank graph that just says "No data to chart" appears. Right now nothing populates so it looks like a regular line break.
