Once a report is frozen and sent to review, the report is no longer able to be edited (graphs specifically). This causes issues because in order to fix errors, the report must be unfrozen, which renders the freezing function ineffective as all graphs are updated with new data.

Can we make it so that freezing a report ONLY stops new data from populating on a graph, but all other things can still be modified or edited during the review process?
