Add the ability for targets to graph at 0 for targets using frequency as the data collection.

I am trying to track the frequency a learner emits the echoic "buh." When there are days that 0 instances/frequencies occur, the target will just not graph anything at all. We need a way to be able to track 0 frequencies/count on all targets that use frequency data collection. A 0 is still data that needs to be tracked.

This is super silly and I don’t know why the system was developed this way. When selecting ADD PROGRAM you have to select frequency… not done yet! You name your program and go through all the tabs.. the last tab DATA RECORDING you have to select “sync with session timer” or something like that. This is one of the most inefficient things I’ve seen in a system because that check box has nothing to do with zero data collection. It’s an extra step that we have to take. If you create a SKILL ACQUISTIION program and then select frequency in the program, this does not allow you to collect zero data. So you have to throw that program away and start another program using FREQUENCY from the ADD PROGRAM drop down.
